Harris County Commissioners once again rejected a proposed overhaul to the county’s international travel policy—one closely tied to Democrat County Judge Lina Hidalgo’s recent trade mission to Paris.
The vote ended in a 2–2 tie, effectively preserving the existing rule that restricts taxpayer-funded international trips to “extraordinary circumstances.”
The proposal, Hidalgo’s third attempt at reform, sought to define “extraordinary circumstances” to include trade missions, foreign investment trips, and global conferences. She emphasized that the Paris trip, funded through political donations, brought economic value.
A heated exchange unfolded between Hidalgo and Democrat Commissioner Adrian Garcia. Hidalgo demanded an explanation for why Garcia voted no. Garcia withheld comment on his “no” vote, saying he would continue voting no on this issue.
Hidalgo pressed him, citing her inability to bring her security detail, against advice from her security team.
The Harris County Fire Marshal denied Hidalgo security personnel for international travel, citing county policy.
Commissioner Rodney Ellis supported Hidalgo, defending international outreach as essential for economic growth.
Commissioners Tom Ramsey (R) and Garcia opposed the change, and Commissioner Lesley Briones (D) was absent.
Despite the setback, Hidalgo affirmed her commitment to revisit the motion, arguing that delaying international missions could cost Harris County essential foreign investment.
Hidalgo requested $23,000 for a trip to Paris in May, initially attempting to conceal the destination, but the request was denied.
